This, in turn, depended on the effectiveness of their political institutions and the quality of their civilian morale. It was a contest at which the letters, liberal democracies of France and Great Britain (and eventually the United States of America) proved more adept than the authoritarian regimes of Austria-Hungary, Germany, and Russia.
